East Tennessee lawmakers admit to ghost voting in Legislature

State lawmakers from East Tennessee admit they allow others to cast votes in their place. The practice is called "ghost voting" and it's come to light because of Nashville station, WTVRF airing video of lawmakers voting for their absent colleagues.
